Mr. Woodring called the meeting to order at 6:30 p.m.
APPROVAL OF AGENDA
Motion by Mr. Gudobba, supported by Mr. Landa, to approve the agenda as submitted. Motion carried.

Tom Platz, AIA Platz Design Group, Inc., 42244 Shulock, Clinton Township, Michigan 48038, representative, stated the petitioner is agreeable to adding the landscaping.
Mr. Cassin stated the Planning Department is requesting to have six trees in the four islands.
Mr. Platz stated that the Zoning Board of Appeals granted a variance for the trees.
Ms. Dedenbach inquired as to whether 6 more trees plus the shrubs are required.
Mr. Cassin stated that six more trees and additional bushes are required by the ordinance. He added that no trees are required in the setback.
Ms. Dedenbach suggested that the landscape plan be submitted to the Landscape Committee.
Mr. Cassin stated that the petitioner is in a hurry to begin development and if the plans are submitted by November 5, 1999 at 3:00 this item would be able to be heard at the Township Board meeting on November 15, 1999. He added his opinion that there is not enough time to have the Landscape Committee meet and be able to submit the plans for the next Township Board meeting.
Motion by Ms. Dedenbach, supported by Ms. Trombley, with reference to File #5367 and application from Christine Lind Hage, Director, Clinton-Macomb Public Library, 43245 Garfield Road, Clinton Township, Michigan 48038, as represented by Tom Platz, AIA Platz Design Group, Inc., 42244 Shulock, Clinton Township, Michigan 48038, concerning request for recommendation for approval of Site Development Plan for Clinton-Macomb Public Library -South Branch, located on Lots 9-17, Wm A. Peters Subdivision (Section 27), generally located at the southwest corner of Sunnyview and Gratiot Avenue, that recommendation for approval be submitted to the Township Board, subject to the petitioner adding a minimum of six trees and more shrubs on the four islands and following the recommendation from the Planning Department regarding the landscaping. Roll Call Vote: Aye- Dedenbach, Trombley, Catalano, Gudobba, Landa, Tomlinson, Woodring. Nay- None. Absent- Braswell, Roach. Motion carried.

Patrick Westerlund, Quinlan Associates, 31325 Harper, St. Clair Shores, Michigan 48082, representative, stated the petitioner is requesting to add parallel parking. He added they will add seven more trees.

Joe Whitenight, Holsbeke Construction, Inc., 325 North Avenue, Mt. Clemens, Michigan 48036, stated that the neighbors to the south and the abutting condominium owners prefer landscaping to the required wall. He stated he has worked with the Planning Department for the landscape plan.
Ms Trombley read a petition into the record with fifteen signatures from the condominium residents supporting landscaping instead of the wall.
Mr. Cassin stated there is one neighbor who would prefer the wall instead of the landscaping. He suggested that the petitioner submit a landscape plan and meet with the landscape committee.
Mr. Whitenight stated the neighbor to the south who requested landscaping instead of the wall is Glenda and James Kofushin, 38500 Garfield, Michigan.
Motion by Mr. Gudobba, supported by Mr. Landa, with reference to File #5069 and application from Joe Whitenight, Holsbeke Construction, Inc., 325 North Avenue, Mt. Clemens, Michigan 48036, concerning request for recommendation for approval of wall waiver for Barrister Professional Center, located on 1.835 acres of land fronting the east line of Garfield Road, north of Clinton River Road (Section 20) that recommendation for approval of the wall waiver subject to the Landscape Committee reviewing landscape plan and added to the Site Plan before submitting to the Township Board. Roll Call Vote: Aye- Gudobba, Landa, Catalano, Dedenbach, Tomlinson, Woodring, Trombley. Nay- None. Absent- Braswell, Roach. Motion carried.

Brian Cummings, Redmond Commercial Development, W228N745 Westmound Drive, Waukesha, Wisconsin 53186, stated he bought a piece of land to add to this property on the corner. He will share the access road with Walgreen’s. He added they plan to add a 30 foot private road.
Mr. Catalano inquired as to whether the road will meet with the requirements of the Macomb County Road Commission.
Mr. Cummings stated the road will be asphalt. He added that the plans for the road were submitted to the Macomb County Road Commission and any suggestions made by them were done.
Mr. Catalano inquired as to whether there would be an acceleration and deaccerlation lane.
Mr. Cummings stated there will be an acceleration and deaccerlation lane on the right.
Mr. Cassin stated plans were submitted to the Macomb County Road Commission and there were no objections.
Motion by Ms. Dedenbach, supported by Ms. Trombley, with reference to File #1208 and application from Alfonso Lieghio, 505 South Huron, Mackinaw City, Michigan 49701, as represented by Brian Cummings, Redmond Commercial Development, W228N745 Westmound Drive, Waukesha, Wisconsin 53186, concerning request for approval of Revised Site Development Plan for Venice Center, located on Part of 11.45 acres of land fronting the north line of Canal Road and the west line of Garfield Road (Section 7), that approval of the Revised Site Development be granted. Roll Call Vote: Aye- Dedenbach, Trombley, Catalano, Gudobba, Landa, Tomlinson, Woodring. Nay- None. Absent- Braswell, Roach. Motion carried.

Brian Cummings, Redmond Commercial Development, W228N745 Westmound Drive, Waukesha, Wisconsin 53186, stated they plan to combine two parcels and vacant land. He added the Walgreen’s will have a drive thru. The building will be 15,120 square feet. He added the tree is older and will eliminate parking.
Mr. Cassin stated that when the Planning Department found out the tree was a boxed elder they backed down on the request to leave the tree.
Mr. Landa stated his opinion that the private road will create traffic problems.
Mr. Cassin stated that the Road Commission has requested the private road be placed as on the site plan.
Ms. Dedenbach inquired as to whether the petitioner will add grass and trees in the islands.
Mr. Cummings stated he will add grass and bushes.
Motion by Ms. Dedenbach, supported by Mr. Tomlinson, with
reference to File #5352 and application from Kay Clabault and Brian Cummings,
Redmond Commercial Development, W228N745 Westmound Drive, Waukesha, Wisconsin
53186, as represented by Greg Wright, J. Howard Nudell Architects, Inc., 30600
Northwestern Highway, Farmington Hills, Michigan 48334, concerning request for
recommendation for approval of Site Development Plan for Walgreen’s Drug Store
located on 2.5 acres of land located at the northwest corner of Canal Road and
Garfield Road (Section 7), that recommendation for approval of Site Development
Plan be granted subject to landscaping being added to the islands. Roll Call
Vote: Aye- Dedenbach, Tomlinson, Catalano, Gudobba, Landa, Woodring, Trombley.
Nay- None. Absent- Braswell, Roach. Motion carried.
REPORT OF MEETING
Motion by Mr. Landa, supported by Mr. Catalano, to approve the
Report of Meeting for Thursday, September 23, 1999 as submitted. Motion carried.
DISCUSSION REGARDING NEXT MEETING
Mr. Cassin stated that there is a proposed rezoning to
Industrial at Elizabeth and Groesbeck. He stated this is consistent with the
Master Plan.
