William J. Sowerby

Bill Sowerby grew up in St. Clair Shores as one of five children. He attended St. Gertrude Elementary and Lake Shore High School, and graduated from Wayne State University with a Bachelor of Arts degree.  Bill worked in the business community for 20 years prior to assuming the full-time role as Treasurer for Clinton Township.

Mr. Sowerby began his public service career in 1989 as a Macomb County Commissioner, where he represented Clinton Township residents until his election as their Treasurer in November of 1996. He is now serving his fourth term as Treasurer. In addition to treasury responsibilities, Mr. Sowerby sits on the Township Board of Trustees, represents Clinton Township on the Grosse Pointes-Clinton Refuse Disposal Authority Board, and serves as a Macomb County representative on the SMART Board. He has a 100% attendance record at Board of Trustees Meetings over his twelve-plus years as Treasurer.

Bill’s commitment to the community goes beyond his political duties.   In 2000, he helped to establish the Annual Clinton Township Community Blood Drive, the largest community-wide effort in southeast Michigan. He has served as its chair since its inception. Bill also acts as a local coordinator for Green Michigan, a non-profit organization that seeks to keep the environment a priority in our township and county. He is a member of the Clinton Township Kiwanis and a supporter of the Turning Point Domestic Violence and Sexual Assault Shelter.

Bill Sowerby is dedicated to the community that he resides in and serves. He believes that fiscal responsibility must go hand in hand with ensuring the safety and well-being of the residents and businesses in Clinton Township.  His office is committed to responding to township residents in a timely and courteous manner, and to utilizing new technologies to enhance efficiency and accuracy while keeping costs down.  He makes every effort to be available to anyone with concerns or questions regarding the township, be they a resident, business owner or employee.

TAX YEAR

Each tax cycle begins July 1 and concludes on the last day in February.  *Exception: If the last day of February falls on a Saturday or Sunday, the last day for collection moves to the next business day.

Summer taxes are due July 1 and payable through September 14 without interest. From September 15th to September 30th a 1% late fee will be assessed.  An additional 1% will be assessed the first of each month thereafter through the end of February.

Winter taxes are due December 1 and payable through the end of the tax cycle without interest.

Unpaid taxes are considered  delinquent  as of March 1 (with the *Exception noted above)  and must be paid to the Macomb County Treasurer's Office.  The County Treasurer's Office is located in the Macomb County Administration Building at One South Main in Mount Clemens.  You must contact the Macomb County Treasurer (586-469-5190) to determine pay off amounts for delinquent taxes or to verify if delinquent taxes have been paid. Clinton Township DOES NOT track payments made to the Macomb County Treasurer for delinquent taxes.  You can also obtain delinquent property tax information on the County website: http://www.macombcountymi.gov/treasurer

TAX BILLS

Tax bills should be received the first week in July and the first week of December. If you do not receive a tax bill at these times, please call the Treasurer’s Office at (586) 286-9313.  Failure to receive a tax bill does not waive responsibility for making payment by the due date.

Important Information for New Buyers:  Tax bills are prepared in June and November.  The transfer of property during that period can result in tax bills being directed to the previous owner rather than the new responsible party.  The U.S. Post Office directs mail based upon the addressee information on record.  Thus, they may forward tax bill's to the former owner's new address.  New homeowners should call or stop in at the Treasurer's Office to make certain they receive their tax bill.
